2024: the review raises the rates
The quadrennial review answered the "will tariffs sunset?" question with increases: 100% on EVs, 50% on semiconductors. De minimis curbs targeted the parcel channel. The election then reset the entire board.
Quadrennial Review Tariffs
The four-year review concludes with sharp increases on strategic goods: 100% on Chinese electric vehicles, 50% on semiconductors, 25% on batteries and critical minerals, plus higher rates on steel, aluminium, solar and ship-to-shore cranes.
De Minimis Rule Proposed
USTR moves to curtail the "de minimis" exemption that lets parcels under $800 enter duty-free — a channel Chinese e-commerce platforms had scaled into over a billion shipments a year. Final modifications to the 301 rates take effect the same day.
Further Equipment Controls
BIS adds some 140 Chinese entities to the Entity List and tightens controls on high-bandwidth memory, additional chipmaking tools and software — the third major tightening of the semiconductor perimeter in two years.
